BRICSとは

 BRICSとは、ブラジル、ロシア、インド、中国、南アフリカの主要新興国5カ国の頭文字をとった造語である。

 BRICS加盟国は、地域情勢に大きな影響力を持つことで知られている[1]。 2009年以降、BRICS加盟国の政府は、毎年正式な首脳会議を開催している。最近では、2021年9月9日にインドが主催した第13回BRICS首脳会議が事実上開催された。

 もともと最初の4カ国は、2010年に南アフリカが加わるまでは「BRIC」(または「BRICs」)とグループ化されていた[2]。

 BRICSの合計面積は39,746,220km2(15,346,101.0平方マイル)、推定総人口は約32億1,000万人[3]で、これは世界の陸地面積の約26.656%、世界人口の41.53%に相当する。加盟国5カ国のうち4カ国は、人口、面積ともに世界10大国に入っているが、両方で24番目の南アフリカを除いては、世界10大国に入っている。

 G20のメンバーであり、2018年現在、これら5カ国の名目GDPの合計は19.6兆米ドルで世界総生産の約23.2%、GDP(PPP)の合計は約40.55兆米ドル(世界のGDP PPPの32%)、外貨準備高の合計は推定4.46兆米ドルである[4][5]。

 BRICSは、数多くのコメンテーターから賞賛と批判の両方を受けている。 [6][7][8] BRICS諸国間の二国間関係は、主に不干渉、平等、相互利益に基づいて行われている[9] BRICSグループの存在は公式または非公式の同盟を意味するものではなく、5カ国の政府間には複数の経済的、領土的、政治的な紛争が存在する。

歴史

 BRICsという言葉は、実際には同書のリサーチ・アシスタントであったルーパ・プルショータマンが作った言葉である[11]。 [2006年9月にニューヨークで開催された国連総会の一般討論の場で、初期のBRICs4カ国(ブラジル、ロシア、インド、中国)の外相が集まり、一連のハイレベル会合が始まった[12]。 2009年6月16日にはロシアのエカテリンブルグで本格的な外交会議が開催された[13]。

第1回BRICs首脳会議

 2009年6月16日、ロシアのエカテリンブルグで第1回BRICs首脳会議が開催され[14]、ブラジル、ロシア、インド、中国の各首脳であるルイス・イナシオ・ルラ・ダ・シルヴァ、ドミトリー・メドヴェージェフ、マンモハン・シン、胡錦濤が出席した。 [世界の経済状況の改善と金融機関の改革に焦点を当て、4カ国が今後どのように協力していくべきかを議論した[14][15]。 さらに、BRICsの3/4のメンバーのような発展途上国が、世界の問題により深く関わっていくための方法についても議論された[15]。

 エカテリンブルグ・サミットの後、BRICs諸国は「多様性があり、安定していて、予測可能でなければならない」新しい世界的な基軸通貨の必要性を発表した[16]。発表された声明は、過去にロシアが批判していた米ドルの「支配」を直接的に批判するものではなかったが、他の主要通貨に対するドルの価値の下落を引き起こした[17]。

南アフリカの参入

 2010年、南アフリカはBRICsへの加盟に向けた取り組みを開始し、同年8月に正式な加盟手続きが始まった[18]。 南アフリカは、中国から正式に加盟を要請され[19]、その後他のBRICs諸国からも受け入れられ、2010年12月24日に正式に加盟国となった。 [2011年4月、中国の三亜で開催された2011年のBRICS首脳会議に、南アフリカのジェイコブ・ズマ大統領が正式メンバーとして出席した[21][22][23]。

展開

 2011年にBRICSフォーラムが設立された[24]。 2012年6月、BRICS諸国は国際通貨基金(IMF)の融資力を高めるために750億ドルを約束した。2013年3月下旬、南アフリカのダーバンで開催された第5回BRICS首脳会議では、欧米主導のIMFや世界銀行と協力する世界的な金融機関の設立が合意された[26]。 首脳会議後、BRICSは2014年までに新開発銀行の取り決めを完了させる予定であると表明した[27]。 しかし、負担の分担や場所に関する論争が合意を遅らせていた。

 2013年9月にサンクトペテルブルクで開催されたBRICS首脳会議では、中国が410億ドル、ブラジル、インド、ロシアがそれぞれ180億ドル、南アフリカが50億ドルの出資を表明した。

 世界最大の外貨準備高を持ち、通貨プールの大部分を拠出している中国は、より重要な管理役を望んでいると、あるBRICS関係者は語っています。あるBRICS関係者によると、中国はより重要な管理役を望んでおり、準備金の保管場所になることも望んでいるという。ブラジルとインドは、初期資金を平等に分配することを望んでいる。ブラジルとインドは初期資金を平等に分配したいと考えているが、中国はそれ以上を望んでいることはわかっている。

 BRICS開発銀行の推進力のひとつは、既存の機関が主にBRICS外の企業に利益をもたらしていることであり、政治的な意義としては、BRICS加盟国が海外で自国の利益を促進することができ......アメリカやヨーロッパの先進国の同僚に意見を無視されることが多い国の立場の強化を強調することができる "ことが注目されている。

 2014年3月、BRICS外相はハーグで開催された核セキュリティ・サミットの周辺会議で、「2014年11月にブリスベンで開催される予定のG20サミットに関する最近のメディアの声明に懸念を持って留意した」というコミュニケを発表した。

 G20の管理権はすべての加盟国に等しく属しており、いかなる加盟国もその性質や特徴を一方的に決定することはできない。「 2014年のクリミア危機をめぐる緊張を踏まえ、大臣たちは「敵対的な言葉、制裁と反制裁、武力のエスカレーションは、国連憲章の原則と目的を含む国際法によれば、持続可能で平和的な解決に寄与しない」と発言した[31]。

 これは、先にオーストラリアのジュリー・ビショップ外相が、ロシアのプーチン大統領がブリスベンで開催されるG20サミットへの出席を禁止されるかもしれないと発言したことを受けたものである[32]。

 2014年7月、ロシア中央銀行のエルビラ・ナビウリナ総裁は、「BRICSは、必要に応じて資源をある国や別の国に移すことができる多国間スワップのシステムを確立することをパートナーとしている」と主張し、「現在の傾向が続けば、まもなくドルは世界の主要経済国のほとんどから見捨てられ、世界の貿易金融から追い出されるだろう」と結論づけた記事を掲載した[33]。

 FIFAワールドカップの決勝戦が行われた2014年7月13日の週末、BRICSフォルタレザサミットに先立って、プーチンは同胞のリーダーであるジルマ・ルセフと会い、BRICS開発銀行について議論し、他にも防空、ガス、教育に関するいくつかの二国間協定に署名した。

 ルセフは、BRICS諸国は「世界最大級の規模を誇り、21世紀の半ばにいかなる種類の依存にも満足することはできない」と述べた[34]。 フォルタレーザ・サミットに続いて、ブラジリアで行われた南米諸国連合の大統領とのBRICS会合では、開発銀行と通貨基金が紹介された[35]。 開発銀行の資本金は500億米ドルで、各国が100億米ドルを拠出し、通貨基金は1,000億米ドルを自由に使えるようになる[35]。

 ブラジルのフォルタレザで開催された第6回BRICS首脳会議の初日である7月15日、新興経済国グループは、1000億米ドルの新開発銀行(旧称「BRICS開発銀行」)と1000億米ドル以上の準備通貨プールを創設する待望の文書に署名した。また、BRICSの輸出信用機関の協力に関する文書や、イノベーションに関する協力の合意書も調印されました。

 2014年10月末、ブラジルは米国政府証券の保有額を2,617億米ドル、インドは775億米ドル、中国は1兆2,500億米ドル、南アフリカは103億米ドルに切り下げた[36]。

 2015年3月、モルガン・スタンレーは、インドとインドネシアが経済改革を行うことで「フラジャイル・ファイブ」(最も脆弱な通貨を持つ5つの主要新興市場)から脱出したと述べた。それ以前の2013年8月、モルガン・スタンレーは、インドとインドネシアを、ブラジル、トルコ、南アフリカとともに、通貨の脆弱性を理由に「フラジャイル5」と評価していた。

 しかしそれ以降、インドとインドネシアは経済改革を行い、必要な調整のうちそれぞれ85%と65%を完了したが、ブラジルは15%、トルコは10%、南アフリカはそれ以下にとどまっていた[37]。

 2015年のサミットの後、ロシアの提案のもと、それぞれの通信大臣は10月にモスクワで省庁のための初のサミットを開催し、ホスト国のニコライ・ニキフォロフ大臣は、互いの情報技術分野をさらに強化し、この分野における米国の独占に挑戦する構想を提案した。

 2012年以降、BRICSグループ諸国は、BRICSケーブルと呼ばれるBRICS諸国間の通信を運ぶ光ファイバー海底通信ケーブルシステムを計画していた[38]。 プロジェクトの動機の一部は、米国国家安全保障局が米国の領土に出入りするすべての通信をスパイしていたことであった[39]。

 2019年8月、BRICS諸国の通信大臣は、情報通信技術分野での協力を目的とした協定書に署名した。この協定は、第5回目のBRICS加盟国の通信大臣会合で調印された[40]。

首脳会議

 BRICsは、2009年から毎年、加盟国が交代で首脳会議を開催している。南アフリカの加盟前には、2009年と2010年の2回、BRICs首脳会議が開催された。

 2011年には5カ国による初のBRICS首脳会議が開催された。直近のBRICS首脳会議は、2019年11月13日から14日にかけてブラジルで開催されました。インドは2021年のBRICSサミットをニューデリーで開催する。中国との緊張関係の中で、中国のリーダーである習近平は、2021年のインドの議長国を支持するというソフトな動きを見せていた。専門家は、中国はスタンドオフの後、インドとの関係を再構築しようとしていると述べている[41]。

 アルゼンチン、バングラデシュ、インドネシア、メキシコ、トルコはBRICSへの正式加盟に強い関心を示しており、エジプト、イラン、ナイジェリア、スーダン、シリア、そして最近ではパキスタンとギリシャもBRICSへの参加に関心を示している[65][66][67][68][69]。

 バングラデシュは、2020年に正式に招待されている2021年2月、バングラデシュは正式に加盟に向けた手続きを開始したことを発表した。ムスタファ・カマル財務大臣によると、BRICS新開発銀行が提示した0.76%に対して、バングラデシュは3億8200万ドルで1%の株式取得を正式に提案し、将来的に出資比率を上げるオプションを付けた[70][71][72]。

金融アーキテクチャー

 現在、BRICSの金融アーキテクチャーを構成しているのは、新開発銀行(NDB)(BRICS開発銀行と呼ばれることもある)とContingent Reserve Arrangement(CRA)の2つのコンポーネントである。この2つのコンポーネントは、2014年に条約が締結され、2015年に活動を開始した。

 新開発銀行(NDB)は、上海に拠点を置いています。新開発銀行(NDB)は、正式には「BRICS開発銀行」と呼ばれ[73]、BRICS5カ国が運営する多国間開発銀行である。融資の中心はインフラプロジェクト[74][75]で、年間最大340億ドルの融資が認められている[75]。

 南アフリカが「新開発銀行アフリカ地域センター」と名付けられた同銀行のアフリカ本部となる。 「ブラジル、ロシア、インド、中国、南アフリカがそれぞれ100億ドルずつ出資し、合計で500億ドルとなる[76][77]。 これまでに53件、約150億ドルのプロジェクトが進行中である[78]。

 最近では、バングラデシュ、アラブ首長国連邦(UAE)、ウルグアイがBRICS新開発銀行(NDB)の新規メンバーとして加わった。

 BRICSのContingent Reserve Arrangement(CRA)は、グローバルな流動性圧力に対する保護を提供する枠組みである[74][77][79]。 これには、加盟国の自国通貨がグローバルな金融圧力によって悪影響を受けている場合の通貨問題が含まれる。

  [CRAは、一般的に国際通貨基金(IMF)の競合相手とみなされており、新開発銀行とともに、南-南の協力を強化する例とみなされている[74]が、2015年にBRICS諸国によって設立された。

 法的基盤は、2014年7月15日にブラジルのフォルタレザで署名された「BRICS偶発的準備金アレンジメントの設立のための条約」によって形成されている。2015年9月4日にトルコのアンカラで開催されたBRICS CRAの運営協議会と常設委員会の発足会議により[81]、2015年7月の第7回BRICS首脳会議で発表されたすべてのBRICS諸国による批准により発効した。

BRICSの決済システム

 ロシアで開催された2015年のBRICS首脳会議では、BRICS諸国の閣僚が、SWIFTシステムに代わる決済システムの協議を開始した。ロシアのセルゲイ・リャブコフ副外相はインタビューで、「BRICSの財務大臣と中央銀行の幹部は、...決済システムを立ち上げ、自国通貨での決済に移行することを交渉している」と述べている。

 SWIFTであろうとなかろうと、いずれにしても我々が話しているのは......グローバルな多国間決済システムであり、それはより大きな独立性を提供し、BRICSに確実な保証をもたらすだろう」[要出典]。

 BRICS諸国との協議を開始した。主な利点として強調されたのは、SWIFTシステムに障害が発生した場合のバックアップと冗長性である。ロシア中央銀行のオルガ・スコロボガトワ副総裁は、インタビューの中で、「BRICS内のすべての人にとって関心のある唯一のテーマは、バックアップとして使用される、BRICS諸国に適用されるシステムを構築する可能性を検討し、話し合うことです」と述べている[82]。

 また、中国は、SWIFTシステムの代替となるCIPSと呼ばれる独自の決済システムの開発に着手している。Cross-Border Inter-Bank Payments System(CIPS)は、SWIFTに代わる決済システムとして計画されており、世界中の金融機関が安全で標準化された信頼性の高い環境で金融取引に関する情報を送受信できるネットワークを提供するものである[83]。

レセプション

 2012年、当時の中国国家主席であり最高指導者であった胡錦濤は、BRICS諸国を発展途上国の擁護者であり推進者であり、世界平和のための力であると述べた[6]。 欧米のアナリストは、著しい経済的不安定さ[84][85][86][87]、国連安全保障理事会改革をめぐるメンバー間の意見の相違[88]、領土問題をめぐるインドと中国の紛争[89]など、このグループの潜在的な分裂や弱点を強調している[7]。

 2013年4月9日、外交問題評議会のイゾベル・コールマン(CFRのCivil Society, Markets, and Democracy Programのディレクター)は、BRICSのメンバーはコンセンサスの欠如を共有していると述べた。

 ブラジルの活気ある民主主義からロシアの凝り固まった寡頭制まで、政治体制は大きく異なり、経済もほとんど統合されておらず、規模も桁違いです。また、GDPの大きな差が埋蔵量に影響を与えていると言います。中国が貢献度の41%以上を占めており、それが協会内での政治的発言力の大きさにつながっているとしている[90]。

BRICSの臨時議長制

 毎回のサミットでグループは、構成国の国家元首の1人をBRICSの臨時大統領として選出する。2019年はブラジルの大統領が臨時大統領を務めた[92]。

 第11回BRICS首脳会議のテーマは「BRICS:革新的な未来のための経済成長」であり、2019年のブラジル臨時大統領職の優先事項は以下の通りである。

 科学・技術・イノベーションに関する協力の強化、デジタル経済に関する協力の強化、国境を越えた犯罪との戦い、特に組織犯罪、マネーロンダリング、麻薬密売との戦いに関する協力の活性化、新開発銀行(NDB)とBRICSビジネス協議会との間の和解への働きかけ。 [93]

 現在、新臨時大統領はロシアであり、その目標は、BRICS諸国に投資して皆の経済を強化すること、エネルギーと環境産業で協力すること、幼い子供たちを支援すること、移民と平和維持に関する決議を出すことである[94]。
